Casey Collier, First Step’s VP of Residential Services graduated from the University of South Florida with a Master’s Degree in Rehabilitation and Mental Health Counseling in 2008. A Licensed Mental Health Counselor, Ms. Collier is also certified as a Moral Reconation Therapy Facilitator (MRT). MRT is a highly-regarded evidence-based treatment method that fosters moral decision making through structured exercises by addressing beliefs and reasoning.
Responsible for oversight all of First Step’s operations and funding streams, Gwen Mackenzie brings more than 30 years of experience in healthcare management to her position at First Step. . Gwen is a known problem-solver, turnaround, and transformation expert. Until recently, as a senior executive with Ascension, she had oversight for the Michigan market of 15 hospitals and health systems with P&L responsibility for $3.7B in operating revenue. Michigan was one of the largest markets in Ascension with 26,000 associates, and 5,300 physicians serving one of every eight Michigan residents in over 130 sites of care. Gwen has board experience in several states with public, elected and not for profit boards. She is now consulting, coaching, and teaching at the University of Michigan and University of Florida. She is also consulting with Quick, Leonard, Kieffer in Chicago. Emotional intelligence as a leader, communication skills, and strategic orientation to market dynamics are known strengths.
P. J. Brooks is Chief Clinical Services Officer. He has more than 20 years of counseling experience, is a Licensed Mental Health Counselor, and has a Master’s Degree in Rehabilitation Counseling from the University of South Florida.
Vickie joined First Step in 2016 as Chief Financial Officer . She has been in accounting and business management/administration for over 20 years and has experience in both profit and not-for-profit sectors. She holds a Bachelor’s degree in Accounting and Computer Programming and is a Certified Public Accountant.

Herta Bowes joined FSOS in 2005 where she served as charge nurse, admission nurse and for the past five years served as nurse manager. She currently is overseeing the Addictions Receiving Facility as the Director of Nursing. Prior to moving to Florida, Bowes worked at St. Joseph Hospital in Elgin, Illinois where she received her Associates of Science Degree in nursing. She earned a Certificate of Completion from M.D. Anderson Cancer Research Hospital in Houston, Texas and contributed to the development of St. Josephs out-patient oncology clinic where she served as charge nurse until her move to Florida with her family.
Ms. Page, clinical director of the Special Services Center, has been with First Step since 1999. A Licensed Mental Health Counselor and Certified Addictions Professional, Ms. Page worked at Morris Village prior moving to Sarasota.
